What exactly makes ghosts stay in the astral and not reincarnate? And why can't powerful mages reincarnate, but are trapped like other, normal ghosts? How can a ghost return to the cycle and begin a new life?

I have a ghost who is confused and thinks I'm a ghost should I tell them that they are the ghost not I, it left dents in my bed room door,I to my friend who is a paranormal investigator an she looked at me like I'm mad. I don't want to upset the ghost because I friends with them , but they should know they are dead.
