I think they are on the same plane of existing, meaning if you can see a ghost you can also see a thoughtform. (Astral senses open, mainly 3rd eye)
If you mean like a ghost using dust or some other things to appear physical, don´t think a thoughtform can/would do this.
In theory it could be possibel.
