Its neighter right or rong. If we vibrate a rune (with fokus on the rune) we use our energy to use the runic energy.

I see it like someone would use a knife. you need force to hold and use the knife. but the knife in itself is a force. without the hand and muskels movement the knife couldn´t cut something.
