Either so much blood can flow into he penis that the internal pressure is so huge, it rips the blood vessels and ruptures the penis, that's most likely what happened with Eric Burdon.

Sperm and semen in general needs to be produced by the body and this happens quite slowly, cumming once there will always be a small amount kept in reserve so that'a why it's possible to cum twice in relatively quick succession. The second ejaculation is much smaller though, because there is less sperm.
Then the third one if you try to do that, you are basically trying to squeeze something out when there's practically nothing left.
If you cum twice in the morning let's say, it's not harmful to do it again in the evening if you have a lot of sexual energy, because the body will have produced enough sperm again to successfully ejaculate.
You can have rapid production and some men are able to cum again after a couple of hours, but if you try to ejaculate every 2 hours or something, even with fast production you will start feeling this pain. The pain of trying to ejaculate while there's nothing there.
The body will try to ejaculate, but there's no sperm and nothing saved up in the testicals, so the body squeezes the testicals and tries to ejaculate but can't and as a result they rupture. Now you have blood coming out of your penis and you might have permanently damaged your sexual organs.
Also it'every unpleasant to get close to cumming continuously but never be able to do it, the balls start swelling up immensely because semen starts to build up rapidly. When you really are very close to ejaculating and right on the edge of that moment you stop and let it go back the body will havealreasy started producing more sperm, s because they expected that you would ejaculate.
You didn't, so now more sperm than you were supposed to have is in your testicals.
