Consecrating ritual items

Do I need to wait until the full moon to consecrate my ritual tools I just got in the mail? I'd like to do it soon instead of waiting...

You don't have to, but it's way better to be patient as the results will be better, and I reckon this is a once off Ritual like the Dedication. The perfect time is on a Monday, in the hour of the Moon, when the Moon is in the Sign of Cancer and Full.
I'd say wait it out. Your Rituals and Ceremonial Magick will not be ineffective with non-consecrated Tools. Consecrating empowers them further.
