Black magic during retrograde mars

If someone has retrograde Mars in their astrology chart then does that mean black magic can be performed against them during retrograde mars and if the mage has retrograde mars in his/her astrology chart can he/she perform black magic during retrograde mars?

You can perform black magic when there is mars or saturn retrograde in your enemy's chart. It does add to the effect. However, do not perform it generally when mars in retrograde or it is retrograde in your chart. At best, it will not have any effect. Currently, mars is retrograde (I guess in Scorpio) till May 19th. So, it is better not to launch any attacks till then.
