If I have saturn in 8th, will it benefit to remove any negative karma related to occult/psychic power. Is this a placement which will block my progress spiritually? (It is also retrograde, and the handle of a bucket chart)

You don't have to remove all the influences of Saturn, because Saturn is necessary in some things, you are just working to remove the negative part, that is, blocks and obstacles from Saturn. If it is not related to karmic events, but still to the general chakra, I recommend the URUZ Rune.
